Several reasons. We don't want an aged team with a lack of pace and stamina. Wenger was always dubious about renewing contract for players over 30 and prefered to limit these to one year. The danger being that you get left paying wages to players like Rhodes and Ward well after they they should be playing further down the ladder. I think in years gone by you'd have a point, but the huge advances over the years in sports science means that a player in his early 30's can be just as fit/capable as a player 5 years his junior. I suspect over the coming years you're going to see players having longer and longer careers.

We’ll need to get a few squad/fringe players, so I don’t see any issue in signing this guy (although I know nothing about him) assuming he’s adding depth.

As regards the older players:
Suppose you fill the side with them. Best case scenario is you get promotion and then have to do another full rebuild at a higher level.
Worst case, you've spent a bloody fortune on not going up, and now you have no resale value either, and the squad is another year further past their prime.
