I think it does count. There's definitely an association with being a bigger and better county by being in the top flight. You actually fear for counties like Derbyshire, Leicestershire and Gloucestershire as they seem to have been down there forever.
I also tried to think about this in terms of England. It appears that it doesn't matter if you are a batsman, but bowlers have to be in the top division.
