Who made that rule up? Handball has to be deliberate in my refrees rulebook. The English refereeing body told all the refs after the Arsenal goal v Burnley a couple of years back. They didn't want goals being scored via a hand, and I think that's sensible. This was mentioned after the Wolves goal against City earlier in the year. Sounds like it will be a formal rule next year from what I remember from a month or so back. Dermot Gallagher also made a very good point after the Boly goal earlier in the year. A player is only offside if a part of his body he can score with is in front of the last defender. Arms and hands aren't counted, implying you can't score with them. Any goal scored via an arm or hand should not count, deliberate or not. Same for any goal bound attempt kept out on the line by an arm or hand, has to be a penalty but then the referee has to decide whether deliberate or not for issuing a red card

Peter Clarke scored, scored an own goal, gave away a pen and then got sent off in Oldham's match against Donny!

The handball rule is interpreted differently in every country. Spain, for example, classes pretty much everything that hits the hand/arm as one.

Ref got it spot on for Millwall's second goal. The ball hit Cooper's arm but the movement wasn't until after it had bounced off it. Doesn't matter. The refs have been told that goals cannot be scored off an arm, deliberate or not, and should give handball. That's a new one on me. You see loads of instances where a ball hits an arm accidentally where a free kick/pen is not given. Billing headed one against Durm's hand in our box in a recent match and the ref correctly waved play on.

If the shot is on target and hits a hand it should be a penalty. That has annoyed me for a while.

It's not an official rule, just what the refs have been told to do. However one of the proposed changes next year by the IFAB would be to make that part of the laws.
