Reading are facing the threat of a second points deduction in 18 months by the Football League.
The Championship club could be punished with sanctions after allegedly breaching the EFL’s business plan, following their six-point deduction in Nov 2021.
Reading were punished for breaching financial rules and agreed to a business plan related to player-related expenditure which the club would have to adhere to.
However, it is understood Reading have broken certain regulations in the plan and are in talks over an agreed punishment with the EFL.
Reading are under threat of being deducted another six points if they are found guilty by an independent disciplinary commission.

I can fully understand why Reading would be interested in 'negotiating" a point deduction settlement with the EFL now. Having continued to break EFL rules and therefore likely to have the 6 point deduction implemented they might as well take the hit now when they are unlikely to be involved in Promotion/Pay Off or relegation issues. Leave it any longer and the EFL might decide to add it next year, doing it now renders the punishment meaningless and they can continue breaking the rules and deciding themselves when any punishment may be implemented.

The report suggests another 6 points but as you say, if you've continued cheating, then surely the penalty goes up to reflect that?

As I see it they got a 12 point deduction last season with 6 suspended - had they had the full 12 they would have been in serious relegation trouble. Now they have breached the rules again the suspended 6 points come into play so they may as well take them now when it’s meaningless. Any current breach will be subject to a new investigation which if Reading can drag out will result in a punishment next season. The only reason I can see for Reading to essentially hold their hands up is to take the suspended punishment now when it’s meaningless (bearing mind where they are in the league) and take further punishments if there are any next season. Yea it all stinks as they have been paying wages other cannot afford and have probably finished higher in the table than they should have but they clearly understand his points deduction works and are trying to manipulate things to negate punishments working

The fact that its become 'talks' to agree a penalty may be telling?? It may be a 50% larger point deduction and fine?

I can just see it now. Last game of the season. We're 3rd bottom on 45 points and a -17 GD. Reading are 4th bottom on 48 points and -12 GD.
We need a 3 goal win to stay up and as the game kicks off we race into an early lead. 80 minutes gone we make it 2-0. Then in the very last minute of the game, Ward is through on goal. Rounds the keeper & just as he's about to slot the ball into the empty net, a Reading defender goes in 2 footed on him at head height, wiping him out completely.
Ward has to leave the field on a stretcher, with a perfect imprint of a set of studs in his face. Referee James Linington books him for diving & awards Reading a free kick.

If you break the rules you don't get to pick a punishment to suit you via negotiations to the potential detriment of others. Equally it doesn't matter whether it's a punishment imposed in August or April. Same punishment. I'd also assume a bigger points deduction than just the six stipulated in the suspended deduction. Otherwise, no need for negotiations. Which begs the question: How big is this breach? All supposition at this stage, and I'd always rather we earned points on the pitch rather than rely on deductins, but I can't say I'm overly sympathetic to teams who breach financial rules others follow and get the benefit of it.

The EFL are the governing body, they shouldn't be negotiating at all if someone's broken the rules, they should be TELLING them what the punishment is. But wasn't that precedent set with Derby's owners negotiating THEIR punishment? And the EFL agreed to negotiate because otherwise Derby's lawyers were going to drag it out in the courts from what I remember reading. Which is bullshit. So now it's the clubs that can afford the best lawyers that decide what punishments are handed out?

For a team not involved in a relegation or promotion battle, giving them a 6 point deduction makes absolutely no difference to them. Waste of time.

Depends what the penalty is.. they might still prefer them this season. They could be less confident of having a mid table position next season. There should be some jeopardy to appealing these things. Stop the frivolous ones. So its a 12 point deduction and if you appeal and lose, that goes up to 18 points. You'd have to be very confident you have grounds for an appeal to actually do it then.

The Championship side were docked six points in November 2021 and had a further six points suspended on the basis that the club — who are 14th in the league table at present — kept to certain spending limits. It is understood that some of the agreed limits have been breached and those suspended six points could now be incurred — with a possible further deduction of up to six points for the latest rule violation. If the full 12 points were deducted, it would leave Paul Ince’s team only one point clear of the relegation spots."

Clubs simply game the system to make sure any punishment has the least effect possible. It’ll be the same with the Man C case, they’ll drag it out until later in the season to see if it’s likely to have an impact on their title chances. If Arsenal are a few points ahead with a handful of games, they’ll accept the punishment and make sure they start with a clean slate next season.

For a team not involved in a relegation or promotion battle, giving them a 6 point deduction makes absolutely no difference to them. Waste of time. Their next 3 games are Middlesbrough, Sheffield Utd and Millwall. They aren't clear of relegation just yet.
